02 Long bio
Fouad leads delivery practices that turn government strategy into services people actually use, inside organizations where delivery is hard. As Acting Executive Director, Forward Delivery at the Government of Alberta, he leads a multidisciplinary branch across health, social services, education, and shared services portfolios, having built the in-house service design practice within it from about 40 people to more than 100. His career spans public sector, energy, social services, and transportation, more than 20 years building design and delivery capability in places where it didn't exist yet. His approach treats problem framing, delivery, and adoption as one connected system rather than three separate phases. Increasingly that means helping teams put AI to work without cutting corners on quality.
